The Romanian Government, through the Ministry of Foreign Affairs, is offering fully funded scholarships to international students from non-EU countries for the 2025/2026 academic year.

These scholarships are designed to support international students pursuing undergraduate, master’s, and doctoral degrees at accredited higher education institutions in Romania.

? Available Study Programs

Candidates can apply for any of the following three study cycles:

  • Bachelor’s Degree (3–6 years): Open to high school graduates who hold a baccalaureate degree or equivalent.
  • Master’s Degree (1–2 years): Open to applicants who already hold a bachelor’s degree. The program concludes with a dissertation exam.
  • Doctoral Degree (PhD) (3–5 years): Open to applicants holding a master’s degree or equivalent. Note: Prior to applying, PhD candidates must secure written agreement from a Doctoral Tutor (a member of a Romanian doctoral school) and pass an admission interview.

Scholarship Benefits

The scholarship is fully funded and covers the following for the duration of the study program (including the preparatory year, if applicable):

  1. Full Tuition Fees: Completely covered by the Romanian government.
  2. Accommodation: Financed within the limit of the subsidy allocated for student dormitories.
  3. Monthly Stipend: Provided in Romanian Lei (RON), equivalent to:
    • €65 per month for undergraduate and preparatory year students.
    • €75 per month for master’s students.
    • €85 per month for PhD students (Approximately €1,020 per year).

Eligibility Requirements

To be considered for the Romania Government Scholarship, applicants must:

  • Be a citizen of a non-EU country.
  • Present valid academic documents issued by accredited/recognized institutions in their home country.
  • Have strong academic standing: a minimum average score of 7 out of 10 (or the equivalent "Good" score) in their last completed studies.
  • Submit a complete application file by the specified deadline.

 Exclusions (Not Eligible):

  • Citizens of Romanian origin or those belonging to Romanian historical communities (who are eligible for different scholarship programs).
  • Individuals who have requested or acquired any form of protection in Romania.
  • Stateless persons with officially recognized stay in Romania.
  • Members of diplomatic/consular corps or their families, as well as staff of international organizations based in Romania.
  • Individuals who are already benefiting from a Romanian state scholarship for the same level of study.

  • Valid Passport
  • Birth Certificate
  • Academic Diplomas (High school for Bachelor's; Bachelor's for Master's; Master's for PhD)
  • Academic Transcripts
  • Curriculum Vitae (CV)
  • (For PhD only): Written agreement from a Doctoral Tutor in Romania.
